Utility Services
The City of Greensburg provides Electric, Water, Sewer and Trash utilities. For after hours utility issues, please call 620.723.2691.
Billing notices are sent out before the 25th of the Month and are due by the 10th. After the 10th a 10% penalty is assessed to your account.
Office hours are from 8:30 AM – 4:30 PM. For customer convenience, a drop box is located on the east side of the City Hall building for payments.

Utility Deposit
A security deposit securing payment of customer accounts for utility services provided by the City of Greensburg, Kansas, shall be paid to the City Clerk by all applicants for utility services before services are connected or commenced. The minimum deposit for residential locations is $200 and $750 for commercial locations. The minimum security deposit may be waived or reduced if: (a) The applicant furnishes a letter of good standing from a utility company or municipality verifying prompt payment history during the last twenty-four (24) month period; or, (b) the applicant provides a guarantor or co-signer satisfactory to the City securing, in writing, payment of the applicant’s account; or, (c) the applicant agrees to a credit investigation of the applicant’s credit history and the investigation shows no thirty (30) day delinquencies within the last twenty-four (24) months and no other negative credit activity within such period.
Meter Reading/Billing Dates
Utility meters shall be read monthly. All utility bills shall become due and payable on the tenth (10th) of each month. On the eleventh (11th) day of the month, unpaid accounts will be assessed a ten percent (10%) late fee. Delinquent notifications shall be sent to all unpaid customers the fifteenth (15th) of the month. Customers will then be given seven (7) days to have delinquent accounts paid in full. Failure to have accounts paid in full will result in disconnection.
Consumers shall pay the charges for electric, water, sewer, trash collection and other utility services provided by the city to the City Office in Greensburg, Kansas, on or before 5:00p.m. C.T. on the 10th day of each month following the month of service. If the 10th day of the month falls on a Saturday or Sunday, or on a holiday when the city business office is closed, then payment will be due by 5:00 p.m. C.T. of the next business day. Payments postmarked on or before the 10th day will be considered paid on time and no late charge will be imposed. Payments placed in the city drop box before 8:30 a.m. on the first business day following the 10th day of the month shall be considered paid on time and no late charge will be imposed. Payments received after the 10th day of the month shall be assessed a late payment charge. If charges for city utility services are not paid by the 10th day of the month as provided in this section, the city is authorized to terminate electric and other utility service to the consumer.
Electric Rates:
There is a $15.00 meter service charge on all connections
$.l2 per KWH up to 5,000 KWH
$.10 per KWH from 5,001 thereafter
Charges for the sale of electric current by the City of Greensburg, Kansas, shall be subject to fuel cost adjustment. The fuel cost adjustment shall be computed, added to and collected with each utility billing. All consumers will have their billing adjusted upward to include their proportionate share, based on KWH used during a month, of any increase in the City’s average purchased energy cost per KWH from any source delivered to the system during the preceding calendar month to the extent such increase is caused by fuel adjustments made by any such supplier.
Water Rates:
The city will furnish water to consumers only on metered measure and at the adopted rates per month. The monthly minimum service charges plus the unit cost per one thousand (1000) gallons as set forth in this section apply to all residential, governmental, institutional, commercial and out of city consumers of City of Greensburg water commencing on January 1st of each year shown:

Sewer Rates:
The following monthly sewer user charges for the following classes of users and charges to those users are hereby established:
Premises Inside City Limits:
Class 1. Residential Users: Single Family Contributors.
Class 2. Light Commercial Users: Non-residential users which contribute between 10gpd and 500 gpd or less than or equal to normal domestic strength wastewater.
Class 3. Heavy Commercial Users: Non-residential users which contribute more than 500gpd or less than or equal, 16 normal domestic strength wastewater.
Class 4. Heavy Institutional Users (i.e. Schools).
Premises Outside City Limits:
